In the context of Armenia's ICT Master Strategy, which seeks economic development through the integration of ICTs across the Armenian economy and support for the development of the IT Private sector, the World Bank sponsored a project to launch an IT incubator. Alexius supported the World Bank in conceptualizing the incubator and supported the Bank and USAID in startup activities.
Specifically, Alexius was responsible for the original conceptual design of the program and for developing the training program for candidates who would be responsible for operating the incubator. This included a three month overseas training program in collaboration with University of Texas - Austin's IC2, one of the top innovation and incubation centers in the U.S.. Candidates also participated in exchanges in San Jose, California and Boston, Massachusetts throughout their program. The program resulted in establishing the Enterprise Incubator Foundation.
