In partnership with the World Bank and USAID, this project pursued the institutional strengthening and supporting of the ICT sector in Armenia. This was done by making the ICT sector one of the key economic drivers promoted from within the Armenian Development Agency (ADA), which is the agency in the Republic of Armenia responsible for Export Promotion and attracting Foreing Direct Investment. The program involved the integration of the Information Technology Secretariat, leading organization responsible for the management of the National ICT Strategy, within the organizational structure of the ADA.
In concert with the IT Secretariat, the program was able to engage and integrate the Armenian High Tech Diaspora along with the local private sector and international companies with operations in Armenia, integrating these parties into the execution of the National ICT Strategy. Further, the program provided assistance to the Union of IT Enterprises (UITE) to become Armenia’s representative to WITSA, the Worldwide Information Technology Services Alliance.
As a complement and in order to position the IT Sector and further develop the capabilities of the ADA, a Chief Operating Officer from the Irish Industrial Development Agency / Entreprise Ireland provides a mentoring role within the organization. Alexius provided ongoing program management support throughout the project, beginning with the program conception, design, scope definition along with management and execution of the program. Through the program’s assistance, several of the ADA’s functions were retooled to better focus on sector specific staff specialization and the segmentation of the export promotion and FDI functions of the organization. Further, several of the day-to-day functions were supported through the integration of sector web presence, interactive product portals, and in-house database systems to track client records and operations.
